Part 2 of this report discusses the safeguards usually considered in discussions of PAS: terminal illness, competency/capacity, voluntariness, palliative care, depression, quality of life/suffering, durability of request, witnesses, & public reports. Polical & policy issues have been included. Special circumstances & populations discussed include the following topics: a) when things go wrong; b) people with disabilities; & c) families & children.
