This plan begins with a section on leadership & building a national program. Following that, the plan is organized using a public health approach: surveillance to define & monitor the problem; research to identify risk factors & develop & evaluate interventions; & programs to implement interventions & measure their effectiveness. The sections on research & programs are divided into the seven major areas of injury control. The importance of each recommendation is explained & the gains that can be achieved by implementing the recommendation on a national level are described. Each recommendation also lists year 2000 objectives.
