This paper proposes a frame of reference for safety promotion which could be applied to the prevention of non-intentional injuries as well as to violent crimes & suicide. The problems encountered in improving the safety of communities & preventing injuries are discussed under cultural, conceptual, strategic & operational difficulties. The concept of safety is described. Strategies for promoting safety are outlined with an emphasis on 2 approaches: problem-oriented & setting-oriented. (7 refs.)
