Describes problems presented by intoxicated substance abuse patients with acute psychiatric complaints in urban, publicly funded, psychiatric emergency rooms. Suggestions for innovative approaches to this group of public patients include dual training of clinicians, flexible treatment programs prepared to deal with the whole person, & public funding that reflects patients’ needs rather than clinicians’ preferences. 8 refs.
