Examined is the alcoholism planning process of the Houston-Galveston Area Council & in particular, the Regional Alcoholism/Alcohol Abuse Plan. A problem-oriented planning model is proposed as an alternate to the Council’s service-oriented approach to alcoholism planning. A specific aspect of the model, the use of problem status indicators, is explored using cirrhosis & suicide mortality data. 3 hypotheses are proposed regarding trends in rates of suicide, urban vs rural, & sex factors.
