The intent of this report is to create awareness & generate discussion among policy-makers, decision-makers & the public on CanadaÕs performance. This report takes a pan-Canadian perspective to provide a driving force for provincial governments to analyze the reasons for their performance, act upon areas of weakness, & improve their ranking.
