This report reviews some of the facts surrounding the deaths of Aboriginal people in custody in Australia. It summarizes a number of options which, if implemented, could significantly lower the risk of death of persons in custody, regardless of their ethnicity. Some of these proposed options are: non-institutional alternatives for aboriginal offenders, aboriginal community courts & dispute resolution programs, & the diversion of public drunkenness from the criminal justice system. Other issues discussed in this review include: management of custodial facilities, internal investigations, coronial investigations, criminal liability, & civil liability. (20 refs.)
