This report is a critical evidence-based review of the current state of knowledge about best practices relevant to mental health reform. Section I identifies & discusses core services: case management/assertive community treatment, crisis response systems/emergency psychiatric services, housing/community support, inpatient/outpatient care, consumer self-help & consumer initiatives, family self-help, & vocational/education services. Section II discusses strategies for mental health system reform.
