This document introduces a new, broader definition of mental health, viewing it as the capacity of the individual, the group & the environment to interact effectively with one another. The 3 major health challenges (reducing inequities, increasing prevention, enhancing coping) as introduced in the 1986 discussion paper, Achieving Health for All, are discussed. A set of guiding principles for the development & review of mental-health-related policies & programs in Canada are proposed.
