Describes a program that was begun to ensure that suicidal & seriously mentally ill jail & lockup prisoners are promptly identified & receive timely treatment. The author discusses target population & program goals; client, staff & system goals; administration; service requirements & 7 client services required by the model. The coordination of multiagency personnel is also discussed. Preliminary program results show a 33% decline in suicides during 1987. (29 ref)
